Bill to Allow Online Gambling to Go to U.S. Congress

Representative Barney Frank, a Democrat from Massachusetts who chairs the House Financial Services Committee, told a news conference here on Wednesday that he would unveil the legislation.

“The new legislation will provide authorized and regulated operators with exemptions from the Illegal Internet Gambling Enforcement Act (UIGEA),” the statement said.

The 2006 UIGEA bans U.S. banks, credit cards and financial firms from handling Internet gambling bets and has been the target of intense criticism that it will be an enforcement nightmare.

Specifically, gambling operators are prohibited from accepting payments even though they know they have been paid through credit cards, electronic money transfers, and checks.

The U.S. anti-net gambling law enacted by the Bush administration and the Republican-controlled Congress has been challenged by the World Trade Organization’s regulations on unfair trade.

The European Commission has also launched an investigation into whether the U.S. gambling ban discriminated against EU companies.
